The two companies' offer was EUR 895,000 without VAT, according to the ministry. Romania will cover the amount using funding from the European Union. Three bidders made it to the final stage of the bidding. A consortium made up of Saffron Brand Consultants SA, Brandient Consult and Acacia Avenue Limited placed a EUR 1.6 million offer, while TBWA Bucuresti and GFK Romania submitted EUR 993,000. The bid was won by the cheapest offer, according to the regulations.
