The last supplementary round of the telecom spectrum tender ended today, September 17th, according to telecom regulating authority ANCOM.

Thus, the winners, the amount of spectrum allocated to each and the basic prices they have to pay have seen set.

The next step is to organize on Friday, September 21, and Monday, September 24, seven rounds, one for each category of frequencies. 

During these rounds, the position of each of the won blocks within the bandwidth will be established.

Thus, during the primary and supplementary rounds, it was established to determine how many generic blocks the operators won in every category as well as the basic prices, but not the specific frequencies that will be allocated to the winners.

These rounds will define the way in which concrete frequencies will be allocated among winners and in order to obtain the favorite positions within each frequency bandwidth, participants in the tender will have to pay more.

Each of the bidders who won frequency blocks in the primary and supplementary rounds will go for a certain option, based on a list of predefined options supplied by the Commission, which indicates the sum that this operator is willing to pay over the basic price.

The combination of valid submitted offers that has the highest total value of all possible combinations will be declared winner.

The telecom operators that are taking part in the tender are 2K Telecom, Cosmote Romanian Mobile Telecommunications, Orange Romania, RCS & RDS and Vodafone Romania.

The final results should be announced in October, until which time operators are bound by regulations to refrain from making comments on the proceedings.
