Octavian Rusu is a public policy expert with over 15-years of experience in the field and is also a successful entrepreneur. 7 years ago, he founded Issue Monitoring, a regulatory tracking platform that saves time, as he likes to put it: it monitors hundreds of sources and watches legislative initiatives in order to send digital alerts to concerned clients in a matter of minutes, thus saving over 30 hours of work every month.

Octavian has over 15 years of experience in the field, having worked in corporations, but also for NGOs and as a freelancer, before founding the startup Issue Monitoring in 2015.

Issue Monitoring is a monitoring platform for legislative initiatives for business, which brings an important innovation: it is about access to public decision.

Issue Monitoring aims to make information on public decisions transparent and available to parties (NGOs, companies) using technology. It’s the online application that sends customers real-time email alerts about changes to legislative initiatives, helping them save, on average, over 30 hours of monitoring each month.

Issue Monitoring’s vision is that every citizen and business can engage in public decision making with a single click. This means that the next step, in addition to providing this essential information service, is to offer the possibility of participation through feedback.

The service is innovative in terms of (a) the technology used, (b) the fast processing time of the information (alerts reach customers in maximum 30 minutes), but also (c) the processing of a large number of sources: they are currently tracking over 1,700 draft pieces of legislation, plus stakeholder statements and relevant news and information from online media.
