Romania’s VAT legislation is too complicated and is rather used to punish contributors than support them, said Gabriel Biris, state secretary with the Ministry of Public Finances.
“We must understand that the idea that most taxpayers, entrepreneurs and companies try to maximize their profits through tax evasion doing is wrong. Most taxpayers comply and want to go by the law and pay taxes,” he said during the Romania-Switzerland Investment Forum.
Adding that the law is too complicated and is rather used to punish than help, Biris stated that asking the tax payer for “all kinds of statements” is a waste of resources within ANAF.
“Instead of offering guidance, we deal punishment. We must understand that we are all in this situation. We are all interested to work with the tax authority, because we want to produce higher added value. One important thing on my list is the relationship between taxpayers and the tax administration,” the Finance Ministry representative said.
This will be supported by the cash registers project which will implement a real time system of communicating directly with ANAF, aiming to improve tax collection. This would also reduce the workload of ANAF workers through a reduction in the number of control actions.
The Romania-Switzerland Investment Forum is organized by the Romania-Switzerland Chamber of Commerce in Bucharest.
