The National Institute for Research and Development in Informatics – ICI Bucharest and announce the strategic partnership for the digitization of the national public system

The National Institute for Research and Development in Informatics (ICI) and, the first integrated decentralized digital identity platform in Romania, announce a partnership to accelerate the national public system’s digitization process  to alignment to European requirements towards the development and adoption of secure electronic public identification (e-ID)


Through this partnership, the platform will facilitate the interaction between individuals and legal entities with government institutions, such as ministries, public administrations, national research, and development institutions, etc. Based on digital credentials that validate certain identification elements, issued on the digital identity platform, users will be able to instantly provide and verify a wide range of credentials, such as personal data, professional certifications, employee certificates, but also vaccination certificates or Covid-19 test results, significantly important in the current context.

Electronic identification is one of the essential pillars of Romania’s digitalization, and, through this partnership, we aim to improve the relationship of government institutions with the general public, providing them with state-of-the-art technology, developed in Romania”, stated Adrian Victor Vevera, General Manager of the National Institute for Research and Development in Informatics.


The integrated digital identity technology adoption by state institutions is an important step in the process of digitizing the public system as it contributes to the development of a simplified and more efficient interaction with the general public, in a secured digital environment. With extensive applicability, the platform allows the integration of a wide range of end-users who may use digital credentials in their interaction with state institutions from various fields, such as education, economy, medicine, transport, official news, and others which can be automatically validated through the digital wallet associated with the platform –

The digital identity issued by government organizations is fully compatible with other systems developed by third parties and can operate in parallel and complementary to the exchange of digital credentials, such as employee certificates, professional certifications, practice licenses, etc., and other certified identification elements from the private sector.

Developed with state-of-the-art technologies, such as blockchain, the platform features the latest identification concepts, such as Self-Sovereign Identity (SSI) or Verifiable Credentials (VC). The founders – Cristian Talle, Radu Chirilă and Cătălin Talle have extensive experience in designing, implementing, and integrating software for international companies, including in development of blockchain platforms, marketing and advertising.
