Romanian Government approves new car pollution tax

The Government has approved, today, the methodological rules for the new law that obliges car owners to pay a pollution tax, on the traffic registration of vehicles. The resulting sums will be used for environmental programs.

“The Romanian state can’t afford to allocate over RON 1.1 billion for the Rabla Program (vouchers were issued in exchange of old cars), the sum which has been spent in the last two years, and not tax second-hand cars. In this category, in 2010, around 60 percent of vehicles were older than 10 years, and it was 30 percent last year,” said Laszlo Borbely, minister of Environment and Forestry.   

The new version of the tax was promoted after rulings of indirect discrimination from the European Court of Justice. Under the new bill, the tax will be reduced by up to 25 percent, but will also apply to cars registered before 2007, something that wasn’t present in the old tax version. However, car owners who paid the old tax have the right to ask for refunding, in case of differences between the two taxes.
