Romania is perceived to be the third most corrupt state in the EU, only behind Greece, that ranks 1st and Bulgaria, according to the Corruption Perceptions Index (CPI) recently published by Transparency International.

The 2011 report ranks countries based on the perceived corruption level in the public sector. The CPI awards values ranging from 0 – most corrupt – to 10 – the cleanest.

Romania ranks 75th out of 183 states that have been included in the 2011 report, with a CPI of 3.6, similar to China. Among European countries, Italy ranks 69th, Croatia 66th, while Poland ranks 41st, with a CPI of 5.5 out of the maximum 10. New Zealand ranks first, followed by Denmark and Finland. The lowest rankings have been recorded for Somalia, North Korea and Myanmar.

Transparency International uses data from 17 studies that take into account factors such as the application of anti-corruption laws, the access to information and conflict of interests.

Transparency International Romania requires the Romanian Government to swiftly adopt the National Anticorruption strategy and to set up enforcing mechanisms in this area. The NGO also states that more transparency is needed in the business environment, the non-profit sector or for trade-unions and various forms of business associations.
