In a world where the definition of happiness varies widely across different demographics and geographical locations, Romania’s cities Cluj-Napoca and Brasov stand out as prime examples of urban areas dedicated to enhancing the well-being of their residents, courtesy of the recent TOP 250 Happy City Index . Recent evaluations of cities worldwide have highlighted the complexity of determining a single “best” city for happiness due to the myriad factors influencing residents’ satisfaction and quality of life, and Cluj Napoca ranks 195th place, while Brasov is on the 220th position.

For this index, the cities needed to have at least 300,000 inhabitants, though those “whose achievements distinguish them substantially from others, have been added,” researchers explained. They were all ranked based on five areas that “have a direct impact on happiness”: citizens, governance, environment, economy, and mobility. Areas of interest included the educational system, social inclusion of residents, waste management, wastewater treatment, and recycling. The rankings excluded cities with small populations, where living conditions could not be adequately assessed, or where data lacked objectivity.

European cities dominated The Institute of Quality of Life’s 2024 Happy City Index, with Denmark’s second-largest city Aarhus taking the top spot. The cities with the second anf third highest scores were Switzerland’s Zurich and Germany’s Berlin.

The index is curated by Institute of Quality of Life, a project implemented by Happy City Hub Ltd. The key foundation constituting the research area of the Institute for Quality of Life is a human being, understood as a resident, employee, parent, child, senior citizen and any other member of the community.
