Bucharest Mayor: ALPAB no longer allowed to ink contracts with companies that open restaurants in parks

Bucharest Mayor Gabriela Firea stated on Thursday that she asked the Lakes Parks and Recreation Administration (ALPAB) to annul all contracts with companies that opened terraces and restaurants in public parks.

The ALPAB, which is subordinated to the Bucharest municipality, will no longer be allowed to enter associations that would allow companies to conduct commercial activities in parks, Firea announced on Thursday during the meeting of the General Council of Bucharest Municipality.

Moreover, Firea requested that a commission be created to make an inventory of terraces built in parks in the capital and to audit contracts concluded by ALPAB. According to Firea, the commission will audit the contracts conducted by ALPAB and will draft a report by December.

I requested to the ALPAB management to cease all associations it has with commercial entities that buit restaurants and terraces in Herastrau Park. It was a move I made in the first days of my term. (…) From this moment, ALPAB will no longer have the right to enter associations whose purpose is to organize commercial activities. It is not only about Herastrau, but also other parks or areas it is managing,” Firea said.

There are several categories. Some have entered concession agreements, very few bought – and from unlawful owners, because the property belongs to all citizens, not of those ghost companies. Therefore, those entities that built with legal and functional building permission, but are paying rents to private owners – which do not have, in fact, right of property on those surfaces – will have to conclude a contract directly with the municipality. Illegal terraces are included in this category,” the Bucharest mayor stated.

The Bucharest mayor also noted that there is a final ruling that states that the seven hectares in Herastrau Park belong to the public domain, via the municipality.
