Bucharest City Hall program for helping infertile couples starts June 14

The start of the program that helps infertile couples to carry out in vitro fertilization will  be on June 14, when those that wants financial help can sign up for the RON 13,800. The data is ten days after the implementation of legislation due to the GDPR.

The eligibility criteria for enrolling beneficiaries in the program are: infertile couples have an indication of the in vitro fertilization procedure, couple members are medically insured, the partner suffers from azoospermia, women are between 24 and 45 years of age.

The application for financial aid file must include the application form found on the
Administration of Hospitals and Medical Services in Bucharest (ASSMB) website, copies of the identity documents of both partners, the medical letter indicating the need of the in vitro fertilization procedure issued by an accredited public or private health unit, letter medical check-up for ovarian puncture and medical letter for embryo transfer. Women must also have their domicile in Bucharest or their residence in Bucharest (visa obtained at least six months before the start of the project).

The file will be filed at the Headquarters of the Hospitals and Medical Services Administration (ASSMB). The financial support is of RON 13,800/coupon and is given as two vouchers for each request. The vouchers will be awarded at the same time as follows: Stage 1 – voucher medicines for stimulation treatment, amounting to RON 4,600 and Stage 2 – Voucher medical procedures for specific medical intervention, amounting to RON 9,200.

The City Hall assures that all stages of this project will be carried out in a transparent manner, with the ASSMB displaying both at the headquarters of St. Catherine’s Street, no. 3, sector 4, as well as on site all project statistics (number of files submitted, number of approved ones, files included in the waiting list, number of in vitro fertilization procedures carried out). Also, the list of in vitro fertilizer specialist units and eligible pharmacies will be posted on the Hospitals and Medical Services Administration website.

The project was initiated by the mayor of Bucharest, Gabriela Firea, and was voted in the General Council meeting of Bucharest on March 28th. Firea said at the beginning of the hearing that the marriage condition for providing this financial aid was not imposed. The draft decree shows that in Romania the fertility rate is falling alarmingly and it is estimated that at this rate in 2050 Romania will reach a population of only 14 million inhabitants, compared to about 19 million, as it is today.

“One in six couples trying to have a baby will have difficulty getting pregnant. Fertility decreases with age,” says the draft decision. In Romania, there are 5,000 in vitro fertilizations per year, 10 times less than in Western Europe, but there are some problems that couples can not have children, and in vitro fertilization is the only solution.
