Mircea Dumitru, the University of Bucharest rector, validated the reports written by the Ethics Commission and by legal specialists which confirm that the PM plagiarized his PhD thesis. According to the rector, only the Ministry of Education can withdraw Victor Ponta’s PhD title because he is a state official.

The matter was analyzed by the Ethics Commission of the University of Bucharest together with three legal experts. One report was conducted by legal expert Simina Tanasescu (Bucharest Law School) and the other by Vlad Constantinesco (Strasbourg LawS chool) and Claudia Ghica-Lemarchand (Sorbonne Law School), two Romanian-born experts working in France. Both reports confirmed the plagiarism.

Dumitru sent both reports to the Ministry of Education along with an official letter from the university, indicating that Ponta plagiarized his PhD thesis. Furthermore, the rector said the ministry will take a decision.

The Ethics Commission of University of Bucharest decided in July that Victor Ponta had plagiarized in his thesis “by integrally inserting blocks of text, lines or reversing the blocks of text in report to the sources.”
