Telecom tender raises EUR 682mln from license taxes. See how much operators paid and what they won

The telecom tender which marked the highest amount of spectrum resources ever to be granted in Romania in one sitting has come to an end, raising a total of EUR 682,136,036, which is the quantum of license taxes to be paid by contenders.

The five companies that competed over spectrum were Orange Romania, Vodafone Romania, Cosmote Romania, RCS&RDS and 2K Telecom.

Orange Romania will pay in total EUR 227,135,002, after boosting its spectrum resources by 84 percent.

The operator won 2 blocks in the 800 MHz, 2 blocks in 900 MHz, 4 blocks in 1800 MHz and 4 blocks in 2600 MHz, valid for the timeframe 2014-2029.

The company also won short term licenses- 5 blocks in the 900 MHz bandwidth and 3 blocks in 1800 MHz bandwidth, valid between January 1, 2013 and April 5, 2014.

Vodafone Romania will pay in total EUR 228,520,034, managing to hike its spectrum portfolio by 78 percent.

Thus, Vodafone won 2 blocks in the 800 MHz, 2 blocks in 900 MHz, 6 blocks in 1800 MHz and 1 block of 15 MHz in the 2600 MHz frequency, valid during the timeframe 2014- 2029.

The company also won short-term licenses- 5 blocks in the 900 MHz, 3 blocks in the 1800 MHz, valid between January 1, 2013 and April 5, 2014.

Cosmote Romania paid in total EUR 179,880,000 for license taxes, growing its spectrum resources by 58 percent. The operator acquired 1 block in 800 Mhz, 2 blocks in 900 Mhz, 5 blocks in 1800 Mhz and 2 blocks in 2600 Mhz, valid for the timeframe 2014-2029.

RCS&RDS committed to pay for the licenses EUR 40,000,000, majoring its spectrum portfolio by 29 percent. The operator gained access to 900 MHz after winning 1 block in this frequency, valid for the period between 2014 and 2029.

2K Telecom will pay EUR 6,601,000 in license taxes for acquiring 2 blocks of 15 MHz each in the 2600 MHz frequency, valid for the timeframe 2014- 2029.

License taxes will be paid for in two stages- first by November 30, 2012 and then by June 30, 2013.

Three of the contenders, Cosmote Romania, RCS&RDS and 2K Telecom assumed the obligation of hosting mobile virtual network operators (MVNO) .

Following the tender, 676 rural localities that are so far uncovered by broadband will have coverage with HSPA, HSPA+ and LTE (4G) networks.

According to Catalin Marinescu, president of telecom authority ANCOM, there are grounds to believe that 4G will be implemented soon in Romania. “Operators may implement 4G even starting with this year, but if not in 2012, next year for sure,” said Marinescu.
