Prime Minister Ponta unveils government picks

Romanian PM-designate Victor Ponta, 39 years old, presented on Tuesday night his proposals for the government expected to rule through to November, when elections will be held. The cabinet, which includes experienced politicians from USL (social democratic union), technocrats and a representative from the central bank, should receive a vote of confidence from the parliament next Monday.

The Ponta cabinet has 17 ministers but the PM has also proposed four delegate ministers in a move to bring more transparency and increase dialogue with trade unions and the business community.

Ponta’s picks:

Finance Minister and Deputy Prime Minister – Florin Georgescu

– head-vice governor and vice-president of the Administration Board at the National Bank of Romania (NBR) since 2004

– was finance minister in the Vacariuou Cabinet (1992 -1996)

– holds a PhD in econonomics and teaches at the Academy of Economic Studies (ASE)

Minister of Economy, Trade and Business Environment – Daniel Chitoiu

– vice president of the budget, finance and banks commission at the Chamber of Deputies

– member of the parliament (MP) from national liberal party (PNL)

– was president of the national fiscal agency (ANAF) between 2004 and 2008

– has been president of the Chamber of Fiscal Consultants since 2007

– holds a PhD in economics from ASE

Minister of Culture – Mircea Diaconu

-president of the C.I. Nottara theatre

– was casted in numerous theatre plays and films

– MP since 2008 and member of the commission for culture, art and mass-media

– graduated from the Institute of Theatrical and Cinematographical Art I.L.Caragiale

Minister of European Affairs – Leonard Orban

– is technocrat and has been holding the EU Affairs portfolio since March 2010; prior to this, he advised president Traian Basescu on EU Affairs.

– was deputy chief-negotiator for Romania’s accession in the EU between 2001 and 2004

– graduated from the Faculty of Mechanics at the Brasov University and the Management Faculty at ASE.

Minister of Foreign Affairs – Andrei Marga

– has been head of the Babes-Bolyai University between 2008 and 2012; he previously held leading academic positions at the same university

– authored books on education and philosophy

– was president of PNTCD party in 2001 for a brief period, later joining PNL

– was minister of Education in the Ciorbea, Radu Vasile and Isarescu cabinets, between 1997 and 2000

– holds a PhD in philosophy

Minister of Regional Development – Eduard Hellvig

– general secretary of PNL since 2011

– MEP (2006 – 2007) and MP (2004 -2008)

– was member of the Conservatory Party (PC) for 5 years before joining PNL in 2008

– holds a PhD in international relations at SNSPA

Minister of Transport and Infrastructure – Ovidiu Silaghi

– has been member of PNL since 1990

– was minister for SMEs, commerce, tourism and liberal professions (2007 – 2010)

– MP between 2004 and 2008

– graduated from the Faculty of Precision Mechanics at the Transilvania University in Brasov, later obtaining postgraduate degrees in management and law

Minister of Environment and Forestry – Rovana Plumb

– MEP since 2007

– MP since 2004 and vice president of PSD

– holds a PhD in the management of industrial systems at the Polytechnics University

Minister of Labour, Family Affairs and Social Security – Mariana Campeanu

– MP since 2010 and member of the labor and social security commission

– was PNL member since 1997, becoming vice-president of the party in 2009

– graduated from the faculty of Economical Cybernetics at ASE

Minister of Education, Research, Youth and Sports – Ioan Mang

– is an MP and has been member of PSD since 2001

– teaches programming engineering at the Faculty of Electrical Engineering and Information Technology within the University of Oradea

– holds a PhD in engineering science at the Polytechnics University

PM Ponta dropped the nominalization of Corina Dumitrescu due to a press scandal caused by misspellings in her CV. She said a subordinate was guilty for mistakes in her CV. The PM appointed Ioan Mang for the education portfolio instead.

Minister of Public Healthcare – Vasile Cepoi

– was appointed state secretary in the Healthcare Ministry this January

– has been head of the healthcare insurance house in Iasi since 2001

– was general executive director of the national insurance house (CNAS) between 2005 and 2008

Minister of Communications and Information Society – Dan Nica

– MP since 1996 from PSD

– was minister of Communications and Information Society in the Nastase cabinet, between 2000 and 2004

– was minister of Administration and Interior and deputy PM for a brief period in 2009

– holds a PhD in Communication Science

Minister of Agriculture and Rural Development – Daniel Constantin

– president of the Conservatory party (PC) since 2010; formed the Center-Right Alliance (ACD) with PNL in 2011

– headed the Agency for Payments and Intervention in Agriculture (APIA) in 2009 for a brief period.

– graduated from the Faculty of Zootechnics at University of Agronomic Sciences and Veterinary Medicine, further obtaining a master degree in quality and innovation management

Minister of Justice – Titus Corlatean    

– MP since 2004 and secretary of the foreign policy commission at the Chamber of Deputies

– MEP between 2007 and 2008

– joined PSD in 2003

– graduated in law at the Bucharest University and completed other courses in diplomacy and foreign relations

Minister of National Defense – Corneliu Dobritoiu

– state secretary and head of the department for defense and planning within the Ministry of Defense since 2006

– became PNL member in 2006

– graduated from the Academy of Terrestrial Forces Nicolae Balcescu

Minister of Interior – Ioan Rus

– was minister of interior and vice president of the Nastase cabinet between 2000 and 2003, and minister of interior through to 2004

– has been member of PSD since 1994

– holds a PhD in automotive construction technology at the Technical University in Cluj Napoca

Minister of Administration – Victor Paul Dobre

– MP between 2000 and 2004

– joined PNL in 1991 and became vice president of the party in 2006

– was state secretary for the Relation with Prefectures at the Ministry on Administration and Interior between 2005 and 2008

Minister-delegate for the Business Milieu – Lucian Isar

– had executive positions at Bancpost since 2006, although he resigned this January

– was head of trading unit at Citibank Romania for 8 years

– was accused by central bank representatives of a speculative attack on the domestic currency in late 2008

– Holds a PhD in economy at ASE

– graduated from the University of Oxford, University of Chicago – Booth School of Business. Also he graduated from the National Defense College and the National Intelligence Academy Mihai Viteazul

Minister-delegate for Government Strategies, Decision-Making Transparency and the Civil Society – Victor Alistar – the proposal was dropped as Alistar would face legal charges of incompatibility that would force him to step down from the government.
