CCIFER launches the White Book of Constructions in Romania

The Trade, Industry and French Agriculture Chamber from Romania (CCIFER) launched on July 7 the White Book of Constructions, which contains 35 measures proposed by the business environment for unlocking and encouraging the infrastructure and constructions projects from Romania.

“ This year CCIFER celebrates 20 years of activity in Romania and has prepared a set of proposals elaborated by the experts of the work group Constructions and Infrastructure, through which the Chamber brings its contribution to one of the Romanian economy structural lock solving. There are measures that focus on the public acquisitions process, market regulation mechanisms, relations between beneficiaries and contractors, the state-owned companies management, materials quality and the production process, the promotion of the projects made in public-private partnership and he profession training,” said Adriana Record, executive director CCIFER.

The foreign investors search for the infrastructure state in a country before investing and their decisions depend on the results of this analysis, for which the infrastructure is an essential indicator of the economy competitiveness.

Moreover, CCIFER proposes the applicability of an objective system of companies’ certification, that would certify the competences and their execution capacity, as well as following the law and the market conditions. Another measure would be a black list publishing with contracted companies that were eliminated within the public acquisition contracts, whether they didn’t respect their commitments or executed them in a defective manner.

In order to construct a qualitative and durable infrastructure, CCIFER experts consider that the encouragement of products utilization and European standards materials are needed. In addition, the materials’ control during the different stages of installation on building yard by independent experts to ensure that all the norms are respected.
