ANAF launches Operation Apollo, targeting companies that issue false invoices

The National Tax Administration Agency (ANAF) is to launch in July the ‘Apollo’ campaign targeting companies that issue false invoices as well as those companies that use them.

The checks carried out will assess the financial damages and will order legal action, including the notification of prosecutors, where applicable.

According to the tax authority, the registration of false invoices in the accounting records of companies has negative consequences both economically as well as on the society. The most common reasons for issuing false invoices are: fictitious purchases that reduce the tax base, invoices used to justify the purchase of goods without documents, fictitious purchases to obtain cash to be used by associations/administrators to pay undeclared or under-declared work or in corruption acts.

According to ANAF, between 2014-2015, over 3,200 companies recorded false invoices of over RON 44 million, which were issued by a single company, FE SRL. The company did not acknowledge the transactions because in effect, its identity was misused by companies all over the country, active in various sectors, which diminished their tax contributions. Most companies also recorded false transactions with other companies. Overall, in this case only, the state budget lost RON 10 million.

On June 16 ANAF launched Operation Cronos, designed to combat illegal work.

The Apollo campaign will be implemented together with inspectors from the Labour Inspection.
