RetuRO Sistem Garanție-Returnare S.A., the administrator of the Deposit-Return System (Sistem Garanție-Returnare – SGR), announces that more than 55,000 economic operators have activated their user accounts on the online platform by 28 February 2023. Of these, 23,145 have completed registration in accordance with the procedure laid down by law.

RetuRO calls on companies that are in the intermediate stages of registration and those that have not yet started the process to complete all the necessary steps in the coming days and complete the registration procedure as soon as possible. Also, all economic agents concerned who start their activity after 28 February 2023 must register in the SGR database.

In the case of traders, they have to register their points of sale on the platform and enter data on products sold in 2022 and the estimate for the current year, then sign the Standard Registration Form, which marks the completion of the registration procedure.

In the case of producers, after activating the account, they must enter: the number of units of SGR packaging and the related weight of the packaging, expressed in kilograms, placed on the national market in 2022, broken down by each month, the categories of products contained, the type of material by subcategories, including the colour of the material (for plastic) and whether the plastic contains an oxygen barrier (mainly for alcoholic products), the volume (number of millilitres) per unit of packaging.

Only after all the above information has been provided, it will be possible to go through the next steps of the registration procedure, generating and signing the Standard Registration Form, to complete the registration.

The correct transmission of this information is very important to allow the SGR manager to implement one of the most ambitious circular economy projects in Romania, aimed at supporting our country in reaching the targets for packaging collection and recycling set at European level and making Romania cleaner.

“We are committed to our mission of implementing the SGR and ensuring the success of this strategically important environmental project so that it becomes operational on 30 November 2023. We are pleased to announce that, so far, more than 55,000 economic operators have activated their accounts on our registration platform, of which 23,145 have successfully completed the entire process. For those who have not yet completed the registration process, we assure them of our full support and continue to offer them technical assistance to successfully complete all the steps.

We thank all the economic agents who have understood their obligations under the legislation in force and have taken responsibility for protecting the environment and promoting the circular economy in Romania. We are confident that we will be able to successfully implement the Deposit-Return System together with all registered economic operators and we encourage the rest to register on the SGR platform to fulfil their legal obligations and contribute with us to protect the environment. Together we can create a more sustainable future for us all.” – Gemma Webb, CEO and Chairman of the Board RetuRO Sistem Garanție-Returnare S.A.

Economic operators who encounter difficulties in the registration process will continue to benefit from technical support through the dedicated Call Centre service, which can be reached on 021 207 00 09 from Monday to Friday between 09:00 and 18:00, except on public holidays. It will be available to provide technical assistance and clarify any questions related to the SGR registration process.

In addition, in order to help economic operators to go through the registration process successfully, RetuRO provides information materials such as registration guides and FAQs on its website www.returosgr.ro.

After this registration phase, RetuRO will start the process of signing contracts with economic operators who have registered in the SGR database. The contracts will also be concluded via the platform www.returosgr.ro.

The Deposit-Return System is due to become operational by law from 30 November 2023 and consumers will be able to return plastic, glass or metal drinks packaging to shops. SGR is a system where Romanians will pay a 0.50 RON deposit when they buy a bottled drink (water, soft drinks, beer, cider, wine, spirits) from a retailer. The system applies to non-refillable primary packaging with volumes between 0.1 l and 3 l inclusive. After emptying the packaging, the consumer will have to bring it to one of the return points organised by the retailers in the shops. In exchange for the emptied packaging, the consumer will receive back, on the spot, the amount of the deposit originally paid, without being required to present the receipt.
