Telecom watchdog closer to the inventory that traces mobile network coverage

The Romanian telecom watchdog ANCOM announced on Thursday that it has come to an agreement with telecom players on the format and the way to transmit the information necessary for compiling the inventory of public telecom networks and available infrastructure elements. 

The Authority will thus be able to compile maps that will indicate the coverage of these networks in every Romanian locality, as well as indicate the situation of the available infrastructure elements.

According to the press release of the institution, the telecom players will send the Authority data regarding the network segments, points of access to the network, and so on.

The information received from the players will be used by ANCOM to make up the inventory in accordance to Law 154/2012, which will help identify the areas that requires a boost in infrastructure investment as well as to ensure the shared usage of infrastructure elements.

The first step is for providers of public telecom networks who offer fixed voice or internet services at over 100,000 connection points nationally, as well as the providers of mobile public networks, will send ANCOM their GIS (Geographical Information System) information regarding their networks and related infrastructure elements only for Bucharest.

For the rest of the country, the operators must send less detailed information (non GIS). However, at a later point, all the information sent to ANCOM will be GIS.

Telecom providers with less than 100,000 connections must send non-GIS information for the entire country regarding the development and geographic location of their networks.

The deadline for the first report is January 1, 2016, relevant for data existing at January 1, 2015. The information will then be updated by July 1 with information existing on December 31, the previous year.

The data will be sent using an ANCOM application.

The decision will come into force on January 1, 2015.
