Romanian telecom watchdog kicks off procedures for digital television tender

National telecom authority ANCOM has officially taken out for sale the task book for the tender that will see the allocation of the multiplexes for digital television.

By May 8, 2014, interested parties can submit their applications to take part in the competitive selection for the five available multiplexes. The task book can be acquired starting March 27 from the ANCOM headquarters (Address: 2 Delea Noua St., district 3, Bucharest). The cost of the task book is RON 4,000.

Apart from the purchase the task book, the applicants must comply with a series of eligibility criteria. The companies must be Romanian or foreign, with an average turnover of at least EUR 2 million over the last three years or, if founded earlier less than three years ago, for the period since it was founded.

The company must function at least until June 17, 2025 and must have fulfilled its obligations to the state budget, social insurances budgets and taxes, contributions and other revenues to ANCOM. Companies that are part of the same group cannot participate in the tender.

The applications will be analyzed by the auction commission and until May 15, 2014, it will notify the candidates that are admitted to the next stage. Until May 22, 2014, the Authority will announce if auction rounds should take place or not, depending on the demand and offer. If the demand exceeds the available offer, the auction rounds will start on June 5, 2014.

The country’s telecom watchdog is in charge of allocating five national digital multiplexes in the DVB-T2 standard: four in the UHF (ultra-high frequency) band and one in the VHF (very-high frequency) band.

All the multiplexes will be awarded for a ten-year period. The licenses will be valid from June 17, 2015.

The starting price for each multiplex will be EUR 300,000, a minimum tax settled by the government at the ANCOM proposal. All the multiplexes will be granted for 10 years, and the licenses will come into force starting June 2015. The winner must pay the license tax within at most 90 days since the results of the selection procedures.

Romania will be among the last European countries to switch off its terrestrial analog signal and make the transition to digital terrestrial television, which is set to happen on June 17, 2015.
