Romanian energy regulator proposes green certificate reduction in solar and small-hydro from 2014

Energy regulator (ANRE) will propose the government to reduce starting next year the green certificates allotted for photo-voltaic projects and small-hydro power plants, as these investments become profitable faster.

The cuts could have been enforced this year, but the government passed a bill that delays the reduction in solar through to 2015, according to Zoltan Nagy-Bege, member of the ANRE regulatory board.

The conclusions of an ANRE report due to be published next month on the renewable energy market states that photo-voltaic and small-hydro projects are overcompensated, according to Bege.

“We have proposed the government since last year to cut the number of green certificates in small-hydro from 3 to 2,6 and in solar from 6 to 5,” said Bege on Wednesday, quoted by Mediafax newswire.

More than 1 million green certificates have been traded last year on the OPCOM market. One certificate traded at an average price of EUR 56.4. Renewable energy investors get up to six certificates for every megawatt they produce.

Bege said Romania has 1,515MW worth of wind in different building stages, 108MW in small-hydro, 47MW in biomass and 324 in solar.

Data from grid operator Transelectrica show that Romania reached 1,822MW of incentivized wind capacities last year. Photo-voltaic parks came close to 50 MW, while biomass had 39MW.
