ASF president taken into custody

The president of the Financial Surveillance Authority, Dan Radu Rusanu, was detained on Tuesday for favoring the criminal and influencing official statements in the “Carpatica” file. The National Anti-Corruption Department will request from the Bucharest Tribunal to allow a preventative arrest for 30 days.

Last week, DNA officers started a criminal prosecution against Rusanu for constituting a criminal group and complicity to abuse of office. The DNA report requesting Rusanu’s detainment includes evidence that in order to protect SC Carpatica Asig SA’s interests, Rusanu Radu Dan made efforts to facilitate the adoption by the Romanian Government of an Emergency Ordinance.

Dan Radu Rusanu wrote the text for the Ordinance that would change the structure of the ASF board and the minimum requirements for becoming  a board member.

“Following his own personal interest, Rusanu Radu Dan, in complicity with the legislative project’s initiator, used the legal and institutional agreements that the ASF had established with the IMF to introduce subjective changes regarding professional requirements for ASF board member eligibility in the Emergency Ordinance project”, according to the prosecutors.

Rusanu’s objective was removing board member Daniel George Tudor, who at the time hadn’t obtained validation for his studies in a foreign country.

Another change that directly favored Rusanu through the Emergency Ordinance passed by the Government in October 16, 2013, was granting the ASF president the power to initiate unannounced inspections targeting insurance societies. In this way, the president “limited the vice-presidents’ powers over the sectors that were under their supervision”.

The prosecutors informed Dan Radu Rusanu of their accusations and retained him for 24 hours. Earlier on Tuesday, the DNA prosecutors requested permission to start the criminal prosecution of former Finance minister, Daniel Chitoiu, in the same file.

While Rusanu is detained, his attributions at the ASF will be handled by the first vice-president, Daniel Daianu.

“ASF acknowledges DNA’s decision to detain Dan Radu Rusanu, ASF president. We will not comment or interpret this decision in any way. In the following period, Dan Radu Rusanu’s attributions will be taken over by Daniel Daianu. We will follow-up after Rusanu’s detainment period expires”, according to an ASF statement.
