Entrepreneurs may apply for funds in the state aid program starting September 10

The entrepreneurs may submit applications for funding in the state aid program 807/2014 from September 10, according to the Ministry of Public Finance (MFP). The budget allocated to the scheme this year for the issuance of pay-back agreements in the period 2019-2021 is RON 614 million.

“The budget of RON 614 million represents the first budget allocation in 2018 from the budget of the unused state aid scheme until 2018 worth RON 1.8 billion,” MFP said in a press release. The value is 3.8 percent lower than initially announced as an annual budget allocated to the program, namely RON 638 million (approximately EUR 145 million).

The minimum investment amount that investors may require is RON 13.5 million lei (about EUR 3 million). The economic operator may start the investment project after submitting the application for financing agreement. Requests for funding agreements shall be submitted in a continuous session, up to the date of the end of the annual budget. Companies that can apply for state aid under this scheme are start-ups or those in business, both SMEs and large enterprises.

Applications for financing agreement, together with the supporting documents, shall be sent to the General Register of the Ministry of Public Finance mentioning on the envelope: “The implementation unit of the state aid scheme established by H.G. no. 807/2014 “. These requests are analyzed and settled in the order of registration and within the commitment and budget credits approved by the annual budget laws.

MFP will publish on its website weekly the list of requests for financing agreement submitted and the stage of their analysis (in the analysis, agreement was issued, a rejection letter was pending, as the case may be). Requests for unfinished financing agreement until the end of commitment and budget approvals approved by annual budget laws are returned to companies.

“If, following the evaluation, letters of rejecting applications for funding agreement are issued, and thus commitment and budget appropriations remain available for pending grant agreement applications that have not been the subject of the assessment due to the fact that the aid requested exceeded the allocated budget, will be analyzed in order of registration. For Requests for Financing Agreement initially pending, the deadlines for analysis / settlement provided by the legal act will run from the date of publication on the website of the Ministry of Public Finance of the weekly list of applications submitted “, explains in a press release of Finance.

All information on the conditions to be met in order to obtain financing and how to fill in the necessary documents can be found in the State Aid section – H.G. no. 807/2014. In addition, any questions, notices and requests for clarification regarding the provisions of this funding mechanism may be addressed through the dedicated platform available to economic operators on the MFP website, the ministry representatives said.

Initially, the Government announced the opening of the state aid scheme as of August 27, 2018, but the deadline was postponed until after the adoption of the budget rectification, which came into force on Friday 7 September.
