The letter protests against the decision to introduce pre-school education as compulsory, since this may make it difficult for those children who have not attended the pre-school stage to access primary education. Moreover, the foundation draws attention to the fact that there are not enough pre-school units and trained staff to implement the proposed legislation. Data from the National Institute of Statistics show that while in 1996 there were 12,951 kindergartens, their number has dropped dramatically to just 1,790 units.
