Romanian gov’t to limit state contribution for apartment building rehabilitation to 50 pct

The share allocated from the state budget for the financing of works to increase the energy performance of old apartment buildings included in the program before December 2017,  was limited by the Romanian government to 50 percent.

Previously, the government had to bear 50 percent of the expenditure, the municipalities 30 percent, and the owners’ associations the remainder of 20 percent. 

Starting with 2019, the Ministry of Development (MDRAP) will conclude with the local public administration authorities multi-year financing contracts for the completion of intervention works to increase the energy performance of the housing blocks included in the Multiannual National Program on Increasing the Energy Performance of Housing Units, within the limits of available budget funds.

In order to substantiate the state budget for the year 2019, to allocate the sums needed to conclude the multi-annual financing contracts and to finalize the interventions the local public administration, the authorities must provide MDRAP with the amounts of the state budget in order to finalize them from the amount approved at the time of inclusion in the program.

If the local public administration authorities do not transmit this information within 30 days, the housing blocks in those administrative-territorial units will be removed from the National Program on the Energy Performance of Housing Blocks.

The move questions the fate of the programs where the town hall decided to fully cover the costs of rehabilitation, the case of District 1 and 3 of Bucharest.

What’s more, the Bucharest City Hall has announced that it will have its own thermal rehabilitation program, separate from those of Bucharest’s separate sectors, and will bear 80 percent of the costs of the works, with the owners associations covering the remaining 20 percent.
