ANCOM launched public consultation on tender book for new tender on digital terrestrial television

The National Authority for Management and Regulation in Communications launched on Friday for public consultation the tender book for an upcoming tender for digital terrestrial television services.

The goal of the tender is to grant the two national digital terrestrial television multiplexes, the 26 regional multiplexes and the 18 local ones non-allocated so far for a period of 10 years.

According to ANCOM, the allocation of the multiplexes will be made through a competitive selection procedure that requires each bidder to submit an initial offer by indicating the categories and number of multiplexes that wishes to acquire. In case there is more demand than supply, the tender can proceed with preliminary rounds in the case of multiplexes for which the demand exceeds the supply. For the other categories, the winners will be chosen taking into account the initial offer. After the winners and the prices for each multiplex is determined, for categories with more multiplexes, the tender will continue with a round of where multiplexes will be distributed to the winning bidders on the basis of the additional amounts that they are willing to pay to obtain a certain frequency allocation.

The minimum license tax, which represents the starting price of the tender for each of the two national multiplexes of EUR 300,000, and for the regional and local ones it varies between EUR 10,000 for a regional multiplex for Bucharest and EUR 1,000 for a multiplex allocated outside of county seats. The license taxes were set by the government in February 2014.
