Romania’s Ministry of Finance plans to enhance online communication for tax payers

A draft bill published by the Ministry of Finance on Monday includes provisions aimed at improving the relationship between taxpayers and tax collection agency ANAF by cutting red tape and moving some of the operations online.

The issuance communication of fiscal administrative documents and of other procedural documents such as notifications can also be done electronically, according to the draft bill. In addition, ANAF can submit documents regarding the situation of taxpayers to other institutions electronically if requested. This should see taxpayers spend less time moving documents between various public bodies. Last year, the fiscal administration has issued 5.5 million printed income certificates.

“The simplification of administrative procedures and the improvement of the relationship of taxpayers with the tax authority are necessary for supporting the business environment and decreasing the payment compliance cost,” said Ioana Petrescu, the minister of finance, in a statement.

The bill also expands array of authentication instruments that can be used by individual taxpayers in relation to authorities including the mobile phone and the digipass. The local administration will also be able to use them when interacting with taxpayers.

Another provisions in the bill reduces the taxable base for farmers whose crops were damaged by the bad weather.

The ministry has included another measure in the bill designed to make the rescheduling for the payment of debts to the state budget more flexible.
