The Council of the EU adopted new regulation for electricity and gas market trading

The Agency for the Cooperation of Energy Regulators (ACER) will monitor wholesale energy markets in order to detect and deter market abuse and manipulation. The ACER will work closely with national regulatory authorities across the EU 27 and will establish a European register of market participants based on the information provided by national authorities.

The newly adopted framework prohibits insider trading and market manipulation and establishes provisions on an obligation to publish inside information, meaning that price-sensitive information should be disclosed before trades can take place. Also, manipulative transactions ad the spread of incorrect information that give false or misleading signals about the supply, demand or price have been outlawed.

The regulation will enter into force on the 20th day after its publication in the Official Journal of the EU.
