BR’s TAX & LAW | Vasile Ciolpan, Romgaz: Romania is a closed gas market, needs to stimulate domestic gas production

Romania is a closed natural gas market due to the transport conditions and needs to find ways to stimulate the domestic production, Vasile Ciolpan, the Director of Energy Trading at Romgaz, spoke in the Energy panel at BR’s Tax & Law Conference on Tuesday. 

“Romania is a closed natural gas market due to the transport conditions, as well as to our laws and regulations. The legislative branch should find ways to stimulate the production of natural gas at the national level. It’s also important to have a well-managed energy exchange,” Ciolpan said.

The manager sees positive effects of the changes brought to OUG 114.

“Our gas market is not yet mature, it’s still growing and about to become a developed market. But now we have the chance to have a reference for gas prices in transparent conditions, which is also an indicator for investors, especially for the long term, when we’ll have a completely free market. Until then, in 2022, ANRE should have a mechanism to ensure a convergence between the regulated price and the free market price,” he indicates.

Romgaz has encouraged and offered the highest amounts possible to the free acquisition markets.

“But we also have a series of large clients, CETs, which have special conditions and can’t easily access specialised markets – that’s where we’ve accepted negotiated contracts,” he added.
