Ex-Tourism minister: Romania risks infringement for not implementing EU tourism legislation

Romania’s former Tourism minister, Mircea Dobre, wrote on Facebook on Sunday that Romania risks being subject to infringement because it has not implemented European legislation in tourism and, implicitly, not transposing the EU Directive for guaranteeing tourist services packages acquired by individuals.

Dobre wrote: “In November and December 2017 we publicly debated a government decision project for establishing the National Guarantee Fund for Touristic Services Packages which was supposed to operate under the National Guarantee Fund for Loans for SMEs. […] Unfortunately, this Fund will not be created. Why? This question needs to be answered by Darius Valcov and current Tourism minister Bogdan Trif. At the same time, I have to note that until now, the EU Directive in this matter has not been transposed in national legislation. It is mandatory that this directive enter into force starting July 8 (in 8 days), in all EU state, which is almost impossible in Romania and the incompetents in this government who were supposed to take care of this issue (the Economy minister and the Tourism minister) will lead Romania to infringement due to not implementing European legislation in tourism.”

The National Association of Tourism Agencies (ANAT) has criticised the way the Tourism Ministry has treated specialists’ proposals related to the legislative changes needed to ensure a guarantee for the amounts paid by tourists if a tourism agency enters insolvency.
