UPDATE – Government passes budget revision without CSAT’s evaluation; Iohannis calls action “inadmissible”

Finance minister Eugen Teodorovici made a statement today after the government meeting and he said that the budget revision has been adopted. The government has decided not to wait for a future CSAT meeting and passed the changes to the budget. Tomorrow, Eugen Teodorovici and Justice minister will meet president Klaus Iohannis to talk about the budget revision. Iohannis had also called a meeting with Prime Minister Viorica Dancila, but she will be away an official visit to Spain. 

UPDATE: President Klaus Iohannis reacted to the government’s action, saying that it was “inadmissible” as obtaining the CSAT opinion is mandatory when a measure affects the budgets of national security-related institutions. Iohannis asked People’s Advocate Victor Ciorbea to notify the Constitutional Court about the emergency ordinance through which the budget revision was passed.

The budget revision shows that the revenues of the general consolidated budget are increased by the amount of RON 8,82 billion and the expenditures of the general consolidated budget are increased by RON 9,92 billion. The general consolidated budget deficit in absolute terms increased from RON 26.96 billion to RON 28.06 billion, but as a result of the change in the GDP level projected for 2018, it maintains in cash terms the level of 2.97 percent of GDP.

“The President of Romania Klaus Iohannis strongly condemns the adoption of the draft budget rectification by the Government headed by Prime Minister Viorica Dăncilă without the approval of the Supreme Council of Defense of the Country. This approach of the Executive is unacceptable given that the CSAT’s opinion is mandatory when the budgets of the national security institutions are affected,” said the Presidential Administration in a press relea.

President Iohannis argues that, ignoring the need for the CSAT opinion, the Government “stands alone outside the legal framework in force”.

“The inexplicable attempt to continue with the adoption of the budget rectification under these conditions demonstrates the obvious lack of the government’s desire for dialogue in the interest of the citizens. It is a new action that shows the parallel agenda that the Dăncilă Government has with the real agenda of the Romanians and an attempt to Determine the public’s attention to serious problems that the Government is unable to find solutions to. African swine fever is the most eloquent example of a crisis generated by the lack of measures that the government was required to adopt so as to stop the spread of the virus and or avoid the immense damage we now see that the pig breeders and the population bear,” says the head of state.

The Supreme Country Defence Council (CSAT) meeting on Tuesday was suspended by president Klaus Iohannis, who requested a new budget revision with softer cuts for National Security institutions. The meeting had been requested by the Government to evaluate the budget revision proposals for institutions with national security responsibilities..
