‘Rabla’ program for household appliances to start next month with vouchers between RON 200 and 400

The ‘Rabla’ program for white goods or household appliances will start next month, and people would be able to receive vouchers worth between RON 200 and 400 if they decide to replace their old electrical appliances with new and low-energy consumption ones, according to an order published by the Ministry of the Environment.

The value of the vouchers starts from RON 200 for A++ energy-efficient washing machines, increases to RON 300 for A+++ energy-efficient washing machines, A+++/A++ energy-efficient air-conditioners, or refrigerators/refrigeration units/refrigerated boxes with energy efficiency A++ and can reach RON 400 for the A +++ refrigerators/refrigerated combines/refrigerated boxes.

Under the Rabat for Home Appliances program, funding is provided in the form of vouchers for the purchase of electrical and electronic household appliances with energy efficiency class A++, A+++ in the following categories: washing machines, refrigerators/freezers/freezers and air conditioners.

“We chose to start the program with these three types of equipment because they are most present in Romanians’ homes, they are the biggest energy consumers and they are the types equipment that people find the hardest to discard. Depending on the interest shown for the program, it will be completed with other types of equipment,” said deputy Prime Minister Gratiela Gavrilescu, Minister of Environment.

According to the official, this is a completely new program, where authorities estimate that over 60,000 old and used equipment will be replaced with new, low-energy appliances.

In order to benefit from funding, after the publication of the Order of the Minister in the Official Gazette, users must access the electronic application on the website of the Environmental Fund Administration and follow the steps in the program until their successful completion.

Subsequently, applicants will appear at one of the validated merchants, where they will purchase the required equipment. The amount financed is deducted by the trader from the total value of the invoice of the equipment purchased through the program (VAT included), and the difference will be borne by the individual, from his own sources.

“It is important to note that the individual benefits from the value of a voucher when purchasing eligible equipment in return for handing over an old equivalent used equipment. The exchange is made in a 1: 1 system,” said Gavrilescu.

Thus, more equipment can be purchased in exchange for handing over an equivalent number of old used equipment, thus benefiting accordingly from several vouchers, but no more than one for each category.

At the time of handing over the newly acquired equipment, the trader will pick up the old equipment, which is forfeited in exchange for the voucher.

Traders wishing to participate in the Program and who meet the criteria included in the financing guide may register by submitting the electronic validation file after the Minister Order has been published and the registration session started to validate traders.

The Ministry of Environment has published on the institution’s website the draft Order of the minister approving the financing guide for the National Program for replacing used electric and electronic equipment with some more energy efficient products – Rabla for household appliances. The project is in public consultation for a period of 10 days, during which interested individuals and legal entities can submit opinions, suggestions, comments or suggestions for changes. The program will start after the public consultation period has ended.
